Yes, you can switch multiple hard drives in and out, no problem, as long as it's the same PS4. Putting it in a different PS4, will always require a format. If you plan on swapping multiple drives in and out, you must use the same console.
When you insert a drive for the first time, it will do a format and you will need to install the firmware and then setup your PS4 account and install whatever games you want on there. Once that's done, the drive is set, you can remove it and insert it back as many times as you want, it will be like "plug and play", you won't have to do the setup/installation again.
You can then insert another drive and do the same thing again as above, set it up with the same PSN account and install a different set of games on there. When you swap the first drive back in, it will already be set up as you left it, with the games you left on there.
You can do this with as many drives as you like, using the same PSN account and keep swapping them to instantly switch to a different set of games each time. As long as it's the same PS4
